Abstract: 

Husband of Andrea Kruger, one of four killed by murdered by Nikko Jenkins shortly after his release from a Nebraska state prison, files a suit against the State of Nebraska and department officials. Kruger is claiming that the constitutional right of which his deceased wife was denied is the right to move about freely in the City of Omaha and to not be deprived of that liberty by State action.
