Abstract:
The Conference Permanente Europeenne de la Probation (CEP) held its first conference on EM in 1998 in the Netherlands. At the time, Sweden, England and Wales and The Netherlands all had some form of national RF scheme. The CEP’s mandate was to promote good probation practice across the continent, and the organization decided to hold regular conferences on EM because remote offender monitoring was a challenging and, to many in the probation field, a threatening development. There was a clear sense, and hope, that the development of EM would be constructively shaped and constrained by “probation values,” although it was not clear then or now whether there was actually consensus across Europe as to what those values were. The conference sought to explore best practices in technology, service delivery, research and regulation.
