Abstract: 

An audit by the U.S. Government Accountability Office (GAO) finds that interlock devices are effective at preventing re-arrests for impaired driving—if they are installed. This article summarizes the results of this audit, including some surprising findings: while NHTSA estimated that between 15% and 20% of offenders arrested for DWI/DUI install ignition interlocks, the audit found that only 10% or fewer of DUI/DWI offenders ordered to install an ignition interlock actually install one.
