Abstract: 

Leonard Sipes recently retired as senior public affairs specialist at the Court Services and Offender Supervision Agency, Washington DC, where he became a strong advocate for the use of electronic monitoring. In this essay, Sipes explains why he believes EM is one of the very few justice interventions that deliver on its promises—and with most offenders, not just the easy cases.
