Abstract: 

In 2005, Indiana updated its operating a vehicle while intoxicated (OVWI) laws to include a “per se” clause, which makes it illegal to operate a motor vehicle if there is any detectable level of a prohibited drug or its metabolites in the driver’s blood. In response to the Indiana per se law, many court-based alcohol and drug programs began seeking responsible driving curricula that focused on the use of substances, in addition to alcohol. The Substance Use Intervention Program (SUIP) was created in 2008 to specifically meet the needs of Indiana OVWI offenders. It utilized the most widely replicated driving model in the U.S., with 17 states partnering with The Change Companies for their state-standardized curricula. This article addresses the SUIP, its goal, results, and what else is needed to reduce impaired driving.
