Abstract:
After the 1970 enactment of the Hughes Bill and the subsequent establishment of the National Institute on Alcoholism and Alcohol Abuse, the federal government encouraged two particular case finding strategies. One was occupational alcoholism and the other was the reduction of drunk driving. The former soon evolved into a campaign to promote employee assistance programs (EAPs) and the latter into alcohol safety action programs (ASAPs). This article is a brief attempt to describe the historical relationship of the objectives of the substance abuse field to these partner systems—a look at how they may continue to evolve, and postulations on the future of other case finding efforts.Keywords: employee assistance programs (EAPs); alcohol safety action programs (ASAPs);
