Abstract: 

In June 2002, the Traffic Injury Research Foundation (TIRF) released the results of its new study, DWI System Improvements for Dealing with Hard Core Drinking Drivers—Prosecution. An independent road safety institute, TIRF surveyed 390 prosecutors in 35 states as part of a three-year study on how the courts can improve their handling of hard core drunk drivers. The report is an insightful snapshot of the inner-workings of the criminal justice system and the challenges local prosecutors face. This article looks at this report and outlines the problems and solutions it presents.
