Abstract: 

This article discusses the Bush administration’s possible action against underage drinking, International Conferences on Alcohol, Drugs, and Traffic Safety, treatment of drug users in San Francisco, Baltimore, and Sacramento, a little black box that plays a recorded message to a police officer, California’s law that sends first and second time drug users to rehabilitation instead of jail, an increase in seat belt use, and a New Jersey law stating children under the age of 8 or weighing under 80 pounds must be in a booster seat.
