Abstract: 

The complete issue version includes all of the articles listed above, plus shorter articles “Tsunami of Crashes in 2015” on the stark increase in car crashes during the most recent year for which data is available; “New York City Pits Bikes Against Cars”; and “Proposal for Loss of Federal Apportionments Due to IID Noncompliance,” calling for the federal government to withhold some highway funding for states that do not have an ignition interlock law.
