Abstract: 

With a Small Business Innovation Research Award (SBIR) from the National Institute on Alcohol Abuse and Alcoholism (NIAA), the Responsible Retailing Forum (RRForum) conducted research on how often taverns and related establishments continued to serve alcohol to impaired customers. This article details this research project—called S-STOP, or Stop Service to Obviously impaired Patrons—which used seemingly impaired “decoys” to test the on-site policies on serving intoxicated patrons at a given alcohol-serving establishment. Despite initial skepticism about sending actors who feigned intoxication into bars to test their willingness to deny service, the researchers discovered that the preliminary findings provided valuable information and hinted at other necessary prevention efforts.
