Abstract: 

As recounted in the first two parts of this series, the victims’ rights movement has succeeded in establishing rights for crime victims that give them a meaningful opportunity to participate in the justice process. This third installment discusses the limitations on the use of impact statements in various U.S. jurisdictions.
