Abstract: 

Ernest Shields was an Illinois prisoner in 2008 when he was lifting weights and ruptured the pectoralis tendon in his left shoulder. He now suffers from a serious and permanent impairment that could have been avoided with proper medical care. Proper care was surgery but too much time has passed for effective surgery. Shields’ left shoulder is now permanently atrophied.
