Abstract: 

Limitations on Transgendered Treatment Voided in Wisconsin. In 2005, Wisconsin enacted the Inmate Sex Change Prevention Act, 2005 Wisc. Act 105, which prohibits specifi c medical treatments for transgendered inmates. David Elijah Bowers, Sr., was extradited and transferred in December 1999 from the Detroit jail to the Milwaukee County jail, where he began suffering from the dental side effects of the drug phenytoin, an anticonvulsant he had been given by jail staff.
