Abstract: 

The driving force in the reform and reshaping that exploded on the corrections landscape more than 25 years ago was judicial intervention in the operation and management of jails and prisons. During that time, an enormous body of law has developed, encompassing virtually every aspect of the incarceration, care, and well being of prisoners. Prisoner-filed law suits, as have been reported in articles appearing in previous issues of the Corrections Managers’ Report , have grown to the point that they now comprise approximately 20 percent of all federal court civil filings, and has spawned a correction litigation industry.
