Abstract: 

In corrections today effective communication with the inmate population is an essential component of the secure, safe and orderly running of a state prison. Southern State Correctional Facility, with an adult male population of 1,717 located in Delmont, a rural community of southern New Jersey, in many ways is a very typical medium security prison with a population of State convicted felons ranging from one to twenty year sentences. However, in May, 2000, Mr. Cathel and Mr. Sullivan, Administrator and Associate Administrator respectively, developed a unique case management program. Both of these career professionals were newly assigned to the above sited positions and jointly recognized the need to develop a better communications network in response to the needs and requests of the in mate population, or as Mr. Cathel narrated “it became quickly apparent that there were problems with inmates receiving responses from staff, primarily dealing in the areas of Classification and Parole.”
