Abstract: 

Programs in prison often end up being tailored for offenders who have a short period of time to serve. The limited time to serve and limited space in programs creates an urgency that slights those who have longer periods of incarceration. That is where the Rockville Correctional Facility (RCF) found itself two years ago. A high medium security facility, with 950 women, in western Indiana, RCF was pushing to meet the educational, emotional, and physical needs of the transient short-term offenders who passed through the facility. Meanwhile, women with ten years or more to serve kept getting pushed to the back to make room for those who would be released sooner. A number of women with both the ability and desire to improve their lot and make a contribution to others were being disenfranchised from the opportunity to do so.
