Abstract:
In January 2001, Prison Health Services, Inc. (PHS) entered into a contract with the Health and Hospitals Corporation of New York City (HHC) to provide health care services to the individuals housed by the New York Department of Corrections (DOC) on Rikers Island and at the Bernard B. Kerik Correctional Facility located in lower Manhattan. The purpose of this paper is to provide an overview of the contracting process, scope of work, transition and performance under this correctional health care contract for inmate health care services in the City of New York, Department of Health and Mental Hygiene, as performed by Prison Health Services, Inc.
