Abstract:
Privatization of government services has become a fixture on government agendas especially since Savas (1982) published his well-known study that compared public and private garbage collection and found private services to be more cost-effective. In addition to government services with a history of some private provision such as garbage collection and schooling, the privatization movement now has expanded further into health and human services.In all these policy areas, American governments at all levels continue to privatize or outsource various public services based on the assumption that competition in providing public services and programs will save money and reduce the size of government without diminishing the quality of services.Keywords: Milward, Kettl, Salamon, Cooper, Correctional Medical Services (CMS), Prison Health Services (PHS), Network Coordinator, monitor
