Abstract: 

Access to Medical Care During Lockdowns. Kofi Bayete was incarcerated at the New Jersey State Prison at the beginning of August 2006, when Michelle Ricci, the prison administrator, ordered a lockdown confining all inmates to their cells for 24 hours a day. Consequently, the inmates’ access to the prison’s medical clinic for medical care was also suspended. Bayete v. Ricci. Handy v. York County Prison - Jessica Handay, administratrix of the estate of Ryan Rohrbaugh, initiated a medical malpractice action on his behalf against separate third-party health providers at two of Pennsylvania’s correctional institutions, a physician’s assistant at one prison, the medical director at the other prison, and a private physician. Claims against each of the prisons involved were dismissed with the consent of the plaintiff because of their Eleventh Amendment immunity.
