Abstract: 

Women are more likely to be incarcerated for drug-related offenses than for violent offenses. Moreover, the effects of alcohol and drug use are now understood to be far more severe for women than men. This article summarizes the underlying causes and effects of substance use disorders that result in jail terms for women, and examines in detail a treatment program introduced in the Milwaukee County jail system that significantly reduced co-morbid symptoms and recidivism among women and girls incarcerated for drug offenses.
