Abstract: 

Patient care begins and ends with clinicians. Who these providers are and what skills they possess directly determine the quality of patient care. In a correctional health care setting, the identity and qualifications—collectively known as credentials—are particularly important. And the verification of these credentials is particularly important because security breaches and of safety concerns are especially important behind bars. Correctional care institutions face the added responsibility of serving a dependent patient population. Correctional health care patients cannot choose health care providers based on their qualifications. They rely on their correctional health care organizations to provide qualified doctors, and correctional institutions are liable for the costs and medical errors that can arise from failing to provide adequately credentialed personnel.
